The VA Northeast Ohio Healthcare System is recruiting for a Management and Program Analyst. The Management and Program Analyst will function in Surgical Service.
Duties
Administrative Coordination
Reviews and evaluates completed staff actions for overall document quality, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy
Assists in the development, initiation, and implementation of administrative policies and procedures
Assists in formulating proposed administrative directives and policies
Discusses pertinent issues with facility personnel to determine the impact on new or revised guidance on current service operations
Recommends the establishment and preparation of administrative policies, directives, and procedures
Receives and reviews national guidance for programs within the service to develop action plans, policies, and procedures with the service's clinical leadership
Provides administrative input of workload reporting and monitoring of performance goals
Provides insight and knowledge regarding Surgical Service expansion
Serves on planning boards for construction and space discussions
Provides clerical administrative support to the Chief of Surgery, as well as the Administrative Officer
Lead TMS Administrator for Surgical Service: Assists employees with TMS issues, and ensures compliance with VA TMS training requirements
Responsible for surveillance, evaluation, and planning to ensure compliance with all safety requirements
Oversees and manages office, outpatient, and procedure space
Assists with section and service level compliance with VA performance measures and monitors
Maintains reference materials, project files and relevant background documents; makes policies, procedures, and written instructions available; maintains current knowledge to answer questions on procedures, policies, directives, etc
Strategic & Long-Term Planning
Creates an engaging environment and positive interactions for all Veterans and their family members
Develops and maintains policies and procedures for the service
Participates in the analysis and interpretation of workload and other data used in resource planning
Responsible for short-term and long-term strategic plan; presents a formal review and update on plans to Service Chief and Administrative Officer
Orientation and on-going training of direct reports as well as coordination of others within the service
Performs short and long-term planning regarding program development, staffing and resource allocation
Obtains, reviews, consolidates planning information from all Surgical Service subordinate sections
Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives for Surgical Service
Establishes administrative controls to monitor, identify issues, discrepancies and gaps in programs and clinical venues; ensure remedial actions are initiated and completed timely
Critical role in the development and implementation of internal reviews processes to ensure timely and efficient veteran health care delivery
Budgeting and Fiscal Management
Assists in coordination of purchases of equipment/items related to large projects or new areas
Oversight of overtime expenditures for all clinical and administrative time and leave groups
Reviews purchase orders for supplies and non-expendable property
Reviews submitted requests for expendable and non-expendable equipment; reviews equipment needs and budget with the Administrative Officer, Chief and Associate Chief, Surgical Service
Participates in the design and plays a key role in the activation of clinical construction and renovation projects that impact the Service
Ensures the movement of programs and personnel is accomplished with limited disruption of clinical activities
Supervisory Duties
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Evaluates work performance of subordinates
Gives advice, counsel, or instruction to employees on both work and administrative matters
Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions
Hears and resolves complaints from employees
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases
Identifies developmental and training needs of employees, provides or arranges needed development and training
Performs other duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am to 4:30pm, Variable Based on needs of the service

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.

You may qualify based on your specialized experience and/or education as detailed below for the GS-9 and GS-11 grade levels:
GS-09 Management and Program Analyst, Specialized Experience and/or Education Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting in processing administrative issues; acquiring and maintaining a working knowledge of relevant laws, regulations, standards, or procedures; promoting and maintaining good working relationships with key individuals or groups; monitoring, maintaining, and updating data, records, or other information; reviewing reports, documents, records, data or other information. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related to the position. GS-11 Management and Program Analyst, Specialized Experience and/or Education Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to work independently. Providing assistance in the oversight, management, and/or coordination of a health care program and/or services; performing personnel management and administration responsibilities for an organization with varied functions and activities; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program; coordinating activities, tracking costs/budget, etc.; and establishing and maintaining effective working relationships at all levels of key management officials OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed
a Ph.D. or equivalent doctoral degree or
3 full years of progressively higher level graduate education leading to such a degree or
LL.M., if related OR,

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements:
Most of the work is performed while sitting at a desk. The work is primarily sedentary with occasional walking, standing, bending, and lifting of items. The incumbent must be capable of working multiple projects simultaneously and handling occasional high levels of stress and conflicting priorities.
The incumbent is required to resolve stressful situations in the Surgical Service offices, defuse potential crises, and to exercise tact and diplomacy when confronted with difficult circumstances.
