This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Operates in direct support of the Lead Systems Technical Representative (LSTR) to monitor performance of software activities within operational priorities and takes action to influence corrective measures. Assists commanders with solving technical assistance problems beyond their resources or capability to resolve. Identifies and assists field personnel in resolving any SW deficiencies for all Software Engineering Center (SEC) post-production software systems (PPSS) systems and coordinate support requirements with responsible organization. Integrate and synchronize SEC SW fielding, training, and support efforts for all SEC PPSS systems. Provide Cyber Readiness Analytics to LSTR, SCR and integrate with SEC command level data and SEC readiness common readiness dashboards. Works in coordination with the CECOM SEC Headquarters and Project Leads to inform of the effectiveness of SW deployment. Participates in defining assignments, identifying the work to be done and deadlines for completion. Execute Technical Monitor or COR duties in support of SCRs and LSTRs, as applicable.

Requirements

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires temporary duty (TDY) travel up to 50% of the time. Position is subject travel on short notice (i.e., less than 24 hours' notice).
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret SCI security clearance or access for the duration of employment.
  • A pre-employment and recurring comprehensive background investigation that includes, but is not limited to (continued below):
  • (continued) contact with all references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The position is designated as Emergency Essential to support the Command’s mobilization and wartime mission during periods of increasing tension and mobilization.
  • The incumbent must sign DD Form 2365 (DoD Civilian Employee Overseas Emergency - Essential Position Agreement).
  • This position will not be filled by persons with military recall status who are subject to mobilization unless they are placed in an inactive status. Employees selected for this position are required to report their military recall status.
  • Medical examination required prior to hiring and annually thereafter.
  • Incumbent must complete SF78, (Certificate of Medical Examination), for position at overseas/deployed location. Theater unique medical/physical deployability criteria can be specified by the theater commander. Subject to immunizations.
  • This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends and holidays.
  • This position requires lifting of at least 40 pounds or more.
  • MOBILITY AGREEMENT: Must agree, in writing, to comply with management directed permanent change of station (PCS) movement and/or deployment to support overseas contingency operations in order to meet mission requirements.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Basic Requirement for IT SPECIALIST (SYSANALYSIS): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Manage the analysis, design, development, deployment, or testing of software intensive systems supporting tactical programs. 2) Support the software systems in the areas of development, deliver, or cyber readiness. 3) Coordinate with customers to identify, define, develop, or provide support for software intensive systems. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
