This position will monitor the Veterans Equitable Resource Allocation (VERA) program and is responsible for the analytical studies resulting in the identification of information needed to manage critical aspects of field operations. Requires knowledge of VHA operations, national databases, & analytical techniques; ability to analyze & synthesize data, produce reports, & display information in various formats; ability to implement programs or processes in order to attain organizational goals.
Duties
Duties include but are not limited to:
Major Duties:
Serves as the VERA Committee Chair for the facility.
Develops training, policy and processes used to best capture VERA opportunities for the facility.
Serves as a technical advisor to facility management providing guidance, recommendations, and monitoring in the implementation, management and evaluation of VERA oversight program ensuring that the programs meet required standards and/or criteria.
Keeps facility staff informed of program/policy changes and developments of proposals impacting the medical center's revenue enhancement activities.
Maintains and promotes an effective and productive relationship with medical center staff to assure facility activities are accomplished in an effective working relationship with other facility management staff in coordinating cross-organizational activities and information.
Establishes a facility-wide management information system that ensures the capture of cost, workload and VERA data and provides information in a format that is useful to the facility management officials and various committees for evaluating resource utilization and VERA performance for the medical center.
Develops databases that support benchmarking of data to include financial data. patient population and workload; translating data into meaningful management information which is made available to a wide variety of constituents. including oversight bodies and stakeholders.
Ensures the accuracy of the information delivered. Reports are tested, critiqued, and updated according to established update frequency.
Conducts special studies and analyses as requested, including feasibility studies, cost benefit analyses, FTEE/productivity analyses, case mix analyses, etc.
Provides results and recommendations in a timely, concise, and accurate manner.
Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action.
Assures activities requiring response are accomplished in a timely manner.
Analyze the effect of new clinical programs and organizational changes to the Medical Center's cost and quality of patient care.
Plans, develops, and conducts formal and informal training programs, conferences, etc. relevant to the revenue enhancement process, workload/cost reporting and data validation/certification.
Develops training materials or other tools to assist managers in utilizing data and reports that are produced.
Ensures comprehensive documentation regarding all data produced.
Primary responsible for management of the (1) Primary Care Management Module (PCMM) software program and (2) all outpatient clinic profiles used by the Medical Centers Appointment Management scheduling software package.
Responsible for monitoring and maintaining provider files, monitoring panel sizes, oversight and correction of transmission errors, and review/rectification of incorrect patient assignments. Prepares national, VISN and medical center level reports

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
GS 11 - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating the collection and prioritizing of critical Information; developing and processing administrative documents, researching and developing resource material, inputting and extracting data for analytical studies in relation to plans, policies and standard procedures; demonstrating knowledge of healthcare systems; and developing and conducting intra/inter-agency briefings and presentations using Microsoft office products. OR
Education - Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Physical Requirements: Generally sedentary and is performed at a desk or workstation. Some travel is required to visit VA and private sector medical centers and other facilities, and to attend various council meetings.
