Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as providing leadership and oversight of a program/topic area and/or experience in emergency management; providing technical advice or recommendations to a variety of internal and external stakeholders; coordinating with internal and external stakeholders to accomplish organizational goals; promoting teamwork, cooperation, and/or quality; and responding to inquiries.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of Federal laws, regulations, executive orders and guidance related to Superfund emergency planning, preparedness, and response
Knowledge of issues concerning hazardous material management and cleanup regulations
Knowledge of emergency management, Continuity of Operations (COOP), Devolution, and related directives, policies, regulations, procedures, and methods
Knowledge of the National Response Framework (NRF), including knowledge of the Emergency Support Function (ESF) concept
Knowledge in managing projects and budgets
Skill in supervising staff
Ability to serve as the EOC Manager during an EOC activation during major events
Ability to direct, evaluate, and report the contractor's performance
Ability to manage an agency-wide program
Ability to communicate orally and in writing effectively
