This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Senior Contract Specialist and Team Leader with delegated contracting officer authority for acquisition planning and all pre and post-award functions.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Acquisition planning actions assigned include, but not limited to, research and development, production, aircraft systems, subsystems, components, spare parts and repair parts, supplies, and commercial services.
Prepares and issues solicitations, negotiation of terms, conditions, and price. Performs price and cost analyses and prepares negotiation positions using technical analysis.
Performs complex administration required by procurement regulations, execution of required contractual modifications, and oversight of contract performance necessary to assure delivery of the supplies or services required by the contract.
Visits contractor plants to discuss problems, which require on-the-spot decisions, and are held fully accountable for decisions rendered as representative of the Command as required.

- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires submission of the Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time.
- This is a Term NTE 2 Years position.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 3 years of entrance on duty.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. Note: You must attach copies of your transcripts.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Developing unique contract types required to accommodate changing business climates, new technology, dynamic market conditions, and economic uncertainties; 2) Acquiring complete Rotorcraft systems that expand the limits of existing technology; 3) Negotiating large dollar value contracts (in excess of $100 million) that contain a multitude of technical complexities that interact with, and react to, the complex pricing structures and arrangements; and 4) Conducting management reviews on all aspects of procurement functions, and to provide guidance to contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (GS-11).
