About the Position: TACOM is located in Southeastern Michigan, North of Detroit with nearby universities, world-class museums, art galleries, concert halls, golf courses, and collegiate and professional athletic venues. The Soldier is truly the focus of everything we do. May be assigned to work at TACOM offices on Detroit Arsenal, Garrison, Selfridge Air National Guard Base, or a TACOM leased private facility within the Detroit Metro Area. This position will be filled on a permanent basis.

Duties

Plans, justifies, and executes the budget for assigned major programs funded by the Commands Operations and Maintenance budget. Develops short, medium, and long-range budget projections for Program Analysis Resource Review, Command Operating Budget, or other budget planning exercises for assigned Command primary programs. Reviews higher echelon guidance on budget submission formats, documentation, major emphasis issues, and overall agency objectives to identify areas requiring clarification and interpretation. Coordinates with Army Materials Command (AMC) and Department of the Army (DA) specialists on the intent of guidance, recommending approaches that address operating level situations. Prepares detailed instructions and designs or modifies work paper formats for division analysts and Command specialists providing input data. Provides advice and guidance to Command managers and analysts on the preparation of input data for budget planning exercises. Analyzes data provided by Command elements, project manager organizations, and subordinate activities to assure total Command program coverage. Determines concurrent programming actions required to support primary programs by coordinating with budget analysts managing other funds or appropriations. Assures that all funding sources, including direct Army, Reimbursement from PAA/RDTE, income from services performed for DoD elements, and FMS/Grant Aid reimbursements, are included in comprehensive program planning. Prepares and edits narrative justification statements, including cost-benefit analysis for various funding levels, measurement of mission impact of funding levels, and overall Command program priorities. Develops an Annual Operating Plan, assuring that the distribution of funds to all Command organizations and milestones for fund utilization reflect the most effective utilization of overall Command resources. Manages assigned primary control and reporting programs (RESHAPE, Force Modernization, Foreign Military Sales, reimbursement/fund management). Designs, develops, or modifies data collection and control systems to assure visibility of required data.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • DoD Financial Management Certification level 2 is required for this position and must be achieved by the incumbent within two years of entrance into this position. Incumbent shall adhere to guidelines and requirements of this certification program.

You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionConcepts, Policies, and Principles of BudgetFundamentals & Operations of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
