Duties

In this Program Manager position you will serve over a critical program segment for which both the scope and effect of the work have CBP-wide impact. This position starts at a salary of $98,496.00 (GS-13, Step 1) to $128,043.00 (GS-13, Step 10) with promotion potential to $128,043.00(GS-13 Step 10). Typical work assignments include: Planning, organizing, coordinating, controlling, and evaluating the assigned activities associated with human capital for the program office. Attending high level meetings and providing input with respect to bargaining unit employees by viewing confidential personnel data for assigned projects. Initiating and monitoring special studies, to include analysis of human capital workload, personnel/manpower utilization, administrative, and organization operating requirements for the program segment. Managing and tracking program tasks and deliverables and prepares submissions to higher echelons. Providing guidance and support in developing and maintaining sound organization structures, improving management methods and procedures, and proposing solutions to management problems that may have an impact on employees.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Participating in planning efforts by recommending new ideas and strategies to provide improved, customer-oriented HR programs and services. Advising and providing recommendations regarding an implementation plan to affect change. Conducting follow-up evaluations to assess the effectiveness of the changes or initiatives and modifies procedures or policies, as necessary. Developing various methods to improve communications within the office, between agencies, and between the office and its customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 09/15/2023.
