The incumbent serves as the Assistant Director for a Regional Office of the Department of Veterans Affairs, Veterans Benefits Administration (VBA). The incumbent shares responsibility with the Director for the effective, efficient, and economical direction, control, and operation of the Veterans Benefits Administration program of benefits and services provided by law for veterans, their dependents, and beneficiaries; and services for other agencies within the limitations of established policies.
Duties
Major Duties
Shares with the Director responsibility for pursuit of optimum performance in all program areas established by the Secretary of Veterans Administration.
Responsible for the establishment of Regional Office policies and procedures consistent with nation mandates.
Provides executive leadership and direction for subordinates in the investigation and solution of problems arising in the Regional Office.
Delegates authority and responsibility in line with Veterans Administration policies and procedures to supervisory staff.
Facilitates efficient and effective management that ensures that benefits/services are provided timely and accurate.
Responsible for determining Regional Office goals and development of long and short-term plans to achieve these goals.
Allocates available resources among subordinate units and is responsible for the effective and economical use of these resources.
Establishes internal policy and procedures for the Regional Office to achieve effective coordination and communication with internal and external customers.
Performs other duties, as assigned.

Promotion Potential: There is no promotion potential within this position, as it is being filled at the full performance level of GS-15.
Relocation/Recruitment Incentives: A Relocation Incentive has been authorized. Before receiving a relocation incentive, an employee must sign a written agreement to complete 36 months of employment, commencing upon physical relocation and establishment of residence in the Indianapolis geographical location. Financial Disclosure Report: Required - Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450, under 5 CFR 2634.904(a) prior to entering on duty and annually thereafter.
Physical Requirements: The work normally involves mental rather than physical exertion. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet the "time-in-grade" requirements. For a GS-15 grade level position, you must have served at least 52 weeks at the GS-14 grade level.
Note: To verify your time-in-grade eligibility, you must submit your most recent appointment, promotion, or within grade increase SF-50 Notice of Personnel Action (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. The SF-50 must include your position title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
Minimum Qualification Requirements: To qualify for this position, applicants must demonstrate that they meet the Specialized Experience listed below.
Specialized Experience: To qualify for the Assistant Director, GS-0340-15 position, you must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal service. Specialized experience is defined as work that involves: knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; detailed knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments; knowledge of the department regulations associated with the administration of a top-level program to successfully implement required goals and objectives of the Office; and knowledge of administrative principles and techniques, pertinent administrative regulations, and standard administrative practices and procedures of the Department.
There is no authorized substitution of education, for the specialized experience at the GS-15 grade level.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
