You will serve as a IT SPECIALIST (SYSANALYSIS) in the Training and Education Command (TECOM), Marine Corps Engineer School (MCES) of TRAINING AND EDUCATION COMMAND.
Duties
You will plan, coordinate, and ensure execution of all current and future Information Technology (IT) administrative and technical and business processes for the command.
You will serve as SME for network and data, implement policies, develop strategies and plans, prioritize resources for instructional and headquarters to ensure system analysis services and maximize the most effective hardware/software applications.
You will develop, configure, install, and maintain all network systems in support to mission requirements and formal programs of instruction.
You will advise staff members on innovative hardware systems/ software applications via risk analysis on IT impacts and recommend alternative solutions as applicable.
You will liaise with both higher and adjacent headquarters to advance initiatives in the IT FIELD.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- This position is eligible for part time, full time or ad-hoc telework at the discretion of management
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position requires IAW Level 2 IT certification within 6 months of hire.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Takes action to design, develop, implement, monitor, and maintain system analysis activities/services to support and maintain information technology (IT) configuration management artifacts to detail critical aspects of an organization's database architecture.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Collaborate with customers to define IT hardware, software, or other resource needs and determine feasibility of internal or external security requirements.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provide meetings to plan, coordinate, or advise on work efforts, to exchange information, determine system analysis requirements, coordinate study work processes and problem resolution matters, plan study processes, provide progress reports, and carry out the
training requirements.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: provides interpretation of higher authority regulations and guidance concerning IT activities/service and coordinates to provide resolution of problem areas encountered
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector: Oversee the IT systems design, methods and techniques including automated system analysis and design tools by developing requirements and specifications to meet business merits of proposed and/or re-engineered system development projects; provide guidance on standards, policies, approaches, precedents, structural analysis principles, methods, and business processes and operations; use cost benefit analysis to analyze and study current and desired systems and recommend the most cost-effective systems for local application; Provide oral and written communication for planning, coordinating, and conducting/directing in-depth studies of system needs, services/activities to develop strategies and plans to satisfy those needs leading to the implementation of new/enhanced systems.
