Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Public Health Analyst at the GS-9 level, your major duties and responsibilities include: Analyzing public health legislation, regulations, executive directives, and Departmental policy issues to determine their relevance to the organization's plans, programs, and activities. Assisting with environmental scanning and policy research to identify public health strategies that may assisting the organization in meeting one or more of its short and long-term goals. Developing and maintaining initiatives to achieve the public health impact and advance the goals of the organization. Serving as a point of contact for information about public health program evaluation activities and assists in program evaluation and the measurement of program outcomes. Performing special projects to analyze and/or identify specific concerns or conditions of relevance and importance to the mission and activities of the center. OPM Individual Occupational Requirement for the Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above OPM Individual Occupational Requirement for the 0685 series, applicants may meet the qualification requirements for the GS-09 grade level based on any of the methods below. GS-09: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-09 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-07 level in the federal service. Examples of minimum qualifying specialized experience at the GS-07 level include performing the following types of tasks on a regular and recurring basis: Assisting with gathering and analyzing public health related data via surveys, studies, etc. AND Assisting with the planning and delivery of public health programs and initiatives. OR 2. Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in public health or other field of study with course work directly related to the work of this position. OR 3. Have an equivalent combination of the above specialized experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. NOTE: If applying based on education in whole or in part, you must provide a copy of your unofficial transcripts that allow HR to verify that you meet the education requirement as stated above by the closing date of this announcement. A copy of a diploma is NOT acceptable as verification; please do not send them. Please do not send undergraduate transcripts as they are not qualifying for a GS-09. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services. DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
