The Program Analyst, at the full performance level, is located in the Medical Service, Department of
Veterans Affairs (VA) Medical Facility, assigned to a specific Team in support of the service's mission.
The purpose of the work is to plan and carry out all assigned Team activities pertaining to program
operation and/or analysis (e.g. the VHA Support Service Center (VSSC), data compilation, reporting and
presentation).
Duties
Duties include but are not limited to:
Performs review of program and operational directives, and ascertains operating elements to provide quantitative and/or qualitative data in support of program activities e.g. SAIL, Performance Improvement and program comparisons, as well as routine program operations and understands the associated directives.
Reviews, analyzes and evaluates the accomplishment of assigned Team within the Medical Service programs by review of reports, studies, projects, and information provided by supervisory personnel, contractors, and other agency officials. Identifies existing or potential problem areas and recommends corrective action of preventive measures. Makes informal presentations outlining the history, current status, and objectives of functional responsibilities.
Solicits program and budget materials and documents and justification data in support of material and equipment requests in light of authorization wording, known or anticipated problems impeding fiscal progress, and budget quotas and generalized priorities established by higher authority. Raises questions on priority of proposals from operating elements, returns program and budget and/or justification documents to study and project managers for recommended revisions, and develops justification language. Prepares program and budget documents for all appropriations for the requested funding level, for submission to the supervisor for compilation, review, and submission to leadership.
Acts as Automated Data Processing Applications Coordinator (ADPAC) to trouble shoot computer problems throughout the assigned Team within the Medical Service. Also supports data base program updates e.g., Talent Management System (TMS), PIV Enrollments related to Homeland Security Presidential Directive (HSPD)-12 and 31 USC 7701 as well as Network Access Request (NARS) authorizations. May also be assigned duties as a GLAHS Narcotics Inspector as a collateral duty. Completes equipment requests and annual equipment inventory reviews.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: In addition to the time-in-grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing and evaluating on a quantitative or qualitative basis, performing analytical work, which includes obtaining, updating information related to systems, performs review of program and operational directives, identifies existing or potential problem areas and recommends corrective action of preventive measures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
