You will serve as a FINANCIAL MANAGEMENT ANALYST in the BSO-11 Financial Improvement and Audit
Remediation (FIAR) Department (FSA 5) of FLDSUPPACT.
Duties
You will serve as the assistant MIC Coordinator for Operational Internal Controls for two (2) Echelon 2 Activities and informally leads the Navy’s Assessable Unit Managers in implementing OMB Circular A-123
You will implement the 5 elements of OMB Circular A-123 across the assigned Activities for the
operational internal controls.
You will support the BSO-11 MIC Program Office
You will assist the Department Head and Deputy Department Head in representing the assigned Activities at BSO and Navy-level meetings and adhoc working groups as needed to coordinate and implement policy and process changes
You will interpret Federal laws, guidance and DoD and Navy policy to lead the periodic compliance reviews for the Internal Controls over Operations (ICO) portion of OMB Circular A-123.
You will ensure all documents are retained in accordance with the Navy Financial
Document Retention and Records Management guidance.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Evaluating internal control policies, deficiencies, and process changes within the organization and subordinate units.
2. Conducting reviews of business processes, analyzing results, and presenting recommendations to improve or remediate deficiencies.
3. Collaborating and supporting external auditing organization in document retention and audit tracking, remediation, and response within the organization and its subordinate units.
4. Interpreting Federal laws, guidance and DoD and Navy policy to lead the periodic
compliance reviews
GS11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1. Assisting in the evaluation of internal control policies, deficiencies, and process changes within the organization and subordinate units.
2. Aiding in conducting reviews of business processes, analyzing results, and presenting recommendations to improve or remediate deficiencies.
3. Supporting the collaboration and external auditing organization in document retention and audit tracking, remediation, and response within the organization and its subordinate units.
