Duties
As a/an Supervisory Financial Analyst, you will:
Direct all activities and functions of Operations in the Financial Management Division. Establishes policies and procedures to govern financial management of the Public Housing Programs; plans and directs work of the office; resolves problems and complex matters; and provides advice and recommendations that affect the overall direction of the office.
Develop policy and procedures for all aspects of the financial management of the Public Housing Program that will assure the most effective management of the of the Department's authorized budget authority and outlays of more than $4 billion each year. Initiates, plans, develops and directs the implementation of financial policies, procedures, including applicable regulations, handbooks and HUD forms for use by PHAs, and HUD Offices under the policy direction of the Director of the Financial Management Division.
Serve as principal advisor in the Financial Management Division on financial aspects of the Operating Fund programs.
Evaluate the effectiveness of program financial policies and procedures, the manner in which Field offices and the PHAs are implementing such policies and procedures. Incumbent recommends and implements corrective or alternative actions or approaches, including regulatory, handbook, or form changes.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in accounting, financial analysis, or financial management; AND
- Establishing, implementing, and monitoring financial controls; AND
- Establishing and monitoring program objectives, setting priorities to improve program performance based upon changing programs, policies and procedures.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
