The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Program Specialist. The Supervisory Program Specialist will function in Radiology Service.

Duties

The Supervisory Program Specialist duties include, but are not limited to: Serve as a Supervisory Program Specialist organizationally aligned to the Administrative Section, Office of the Chief of Radiology Service, Northeast Ohio VA Healthcare Systems (541) - a level 1a complexity VHA facility. Provides analytical, strategic, and administrative support to the Chief and Assistant Chief of Radiology relative to trending of workload data related costs to the department and medical center, supervision of the Radiology administrative staff, delegation and assignment of administrative tasks and knowledge, skills and abilities necessary to assignment work. Works closely with administrative and clinical staff as well as internal/external services to ensure oversight and management of the service' budget, alignment of the service' goals relative to clinical and administrative requirements. Responsible for overall coordination of administrative services within Radiology. Provides support to Radiology Leadership relative to resource allocations, funding allocations for radiology service support, contract management, space allocation, overtime analysis, staffing and development of executive correspondence within Radiology. May be required delegated authority of the role of Administrative Officer (AO) for Radiology during their absence. As a result, this delegation of authority the incumbent assumes full responsibility for oversight and management of the service. Reports to the Chief of Radiology Service and works closely with other sections within Radiology and services throughout the medical center to support the daily operations relative to managing a healthcare facility. Administers purchasing responsibilities (purchase card orders, office supply orders), interior design requests and space management, all HR related actions, and equipment programs. Knowledgeable in personnel administration inducing knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Responsible for the tracking and completion of all inquiries, suspense's, budget and fiscal duties, HR actions and position management, coordination with HR specialist, and Congressional inquiries assigned to Radiology. Ensures physician privileging and credentialing for internal and external radiologic interpretation and interventional support are current, management of privileging/credentialing support staff, delegation of relative tasks and duties, support and program support of administrative tasks for Radiology Resident and Radiology Fellow programs. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Maintains program and administrative reference materials, project files and relevant back-ground documents and make available policies, procedures and written instructions from the clinical Radiology supervisors. Prepares reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the supervisor. Communicates team consensus and recommendations to the various Radiology supervisor(s) on actions affecting team and individuals' awards, rewards and recognition. In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops policies, procedures, guidelines, and best practices; gathers and analyzes statistical data to improve systems and workflows; analyzes programs and makes recommendations for improvement; develops reports on program processes and workload utilization. You will be rated on the following Competencies for this position: Physics: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. Health Informatics: Knowledge of health informatics, i.e. design, configuration and management of health information and clinical support systems; health data collection, storage, extraction, manipulation, reporting and communications. Production and Processing: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Technical Competence: Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Analysis and Problem Solving: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions of courses of action, and selection or recommendation of the preferred solution or course of action. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although it also involves occasional movement throughout and between facilities. The work involves regular use of computer.
