The position serves as a key member of the Medical Center's Planning Team, actively participating in the development of overall management objectives and philosophies necessary for the attainment of optimum efficiency in providing health care to the Veteran population. The incumbent provides input, advice, and counsel for the Medical Center planning and programming.
Duties
The duties of the Program Specialist-Activations Coordinator consist of but are not limited to the following:
Coordination of all moves to include the relocation of RJDVAMC staff in support of construction projects and as required by the Medical Center for continued operations.
Coordinates pre-move surveys, communicates, and assigns roles and responsibilities associated the with the move to the Service Line representative or identified customer, schedules move, tracks information on spreadsheets.
Present for all moves, providing coordination, problem resolution, communication and ensuring plans are adhered to, ensuring successful completion of the overall goal.
Serves as a representative on the Medical Center's Project and Space and Strategic Planning Committee meetings; and provides updates on the activation status for all space management and activation processes; and ensures activities are coordinated with end users.
Manage all space assignments, space programming, building activation, and transition planning activities for the facility's entire campus.
Develops and maintains a room-by-room equipment and material listing with costs, procurement, and installation timelines utilizing a variety of computer programs (e.g., Excel, Word, Access, etc.).
Serves as the Contracting Officer's Representative (COR) for contracted move services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Managing the activation or moving of programs into new spaces; Performing support duties involving renovation and/or new construction; Coordinating physical moves and relocating staff in support of construction projects; Providing space management services; Serving as a Contracting Officer's Representative (COR); Utilizing a variety of computer programs (e.g., Excel, Word, Access, etc.) to maintain files; Experience with inventory management of equipment and supplies.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements:The work involves regular sitting, may require some physical exertion long periods of standing and extensive walking throughout the Medical Center. Driving may be needed to make site visits to CBOCs or other leased space.
