Duties

The Medical Administration Officer, or Chief of Medical Administration Services (MAS), serves as the Director supervising and managing the Medical Administration Service, which includes the Health Administration Section, Office Operations, Scheduling, Eligibility and Enrollment, HIMS/Medical Records, Release of information and Telephone Operators. The incumbent serves as the principle advisor to the Associate Director and subordinate supervisors on matters related to these program segments. The incumbent serves as the Supervisor for the operational management responsibility for MAS Administration section, which includes clinic profile management and Medical Support Assistant training. The oversee the Healthcare Benefits department, which does enrollment, eligibility, decedent affairs, and Administrative Officers of the Day. The manage the Health and Information Management Systems (HIMS) department, which includes coding, auditing, records management, filing, and scanning services. The Chief of MAS also oversees all the administrative medical assistants throughout the hospital, CBOCS, and outlying clinics. The incumbent independently supervises and manages the facility training programs for Medical Support Assistants. The Chief MAS ensures all policy and regulations are followed in scheduling appointments for Veterans. The Chief of MAS is fiscally responsible for the administration of all budgetary requirements within the service. This includes utilization of management systems acquisition processes to assure adequate resources for team operational responsibilities. Data validation and analyzing and reporting information is an important part of the Chief's position. Data validation functions include validation of workload, AMIS segments, Pyramid, ARC data, KLF data, CDR review, and monitoring electronic records. The incumbent serves on a number of Medical Center Committees, including Data Validation, Information Management, Privacy, Compliance, Strategic Planning and others assigned by management. Active participation on center-wide and VISN committees, councils, teams and task forces are an integral function and responsibility. The Chief of MAS develops policy and procedures for assigned programs. Works with the Revenue Service to ensure all information management activities, to include the ones this incumbent is primarily responsible for, are operating within established funding allocations or that appropriate future funding requirements are requested. Preferred experience: Medical Administration and supervisory experience is preferred. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.Examples of appropriate SF-50's include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50's at the highest grade held with an effective date more than one year old. You may qualify based on your experience as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-12 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Knowledge of the roles that the Privacy Officer, Healthcare Benefits, and AOD staff play within the health care delivery system Knowledge of medical administration techniques Experience analyzing complex problems and presenting solutions Having superior communication skills Knowledge of planning, coordination, and execution of business functions, resource allocation, and production Knowledge of the VA organization mission and function, programs, policies, procedures, rules and regulations Experience validating data, and monitoring and reviewing records Experience participating fully in management discussions, decisions, policy making, and shares in the responsibility for top management actions You will be rated on the following Competencies for this position: Administration and ManagementCommunicationInformation AssuranceOrganizational AwarenessOrganizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. There is no education substitution for experience at this grade level. Physical Requirements: Work is primarily sedentary with limited walking, standing, sitting and lifting. Work is primarily within an office setting however the incumbent will need to move throughout the Medical Center in outpatient, inpatient, and other administrative settings.
