This position is in the Wichita and Houston VA Regional Office. The incumbent is assigned to the Office of the Director and reports to the Assistant Director. The incumbent serves as a Program Specialist responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all human resources issues and coordinates directly with the HR Center.

Duties

Provides management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals and human resource development programs. Collaborates with the staff/managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible. Tracks any lag time with recruitment or classification actions. Provides solutions to management on how to improve processing times for recruitment actions; uses organizational studies to help management strategize on how to keep staff engaged and challenged with their current work; and how to use resources wisely to get the highest sustainable grade for all positions. Briefs Executive Leadership on hiring and classification actions during weekly meeting staff meetings. Also provides briefings on attrition and turnover rates are at current levels, reason for loss, and avenue for recruitment to increase or improve work issues. Identifies deficiencies and/or barriers and provide problem solving techniques in resolving issues and concerns for Board members. Works with Executive Leadership on short-range planning for growth in the future. Work entails providing guidance on current work assignments, expected changes in workflow or processes, and providing possible solutions for the Board to meet growing Veteran expectations. Collaborates with staff on implementation of short-range plans after management approval. Develops and briefs staff on assigned tasks associated with the workforce planning. Works on projects of performance analyses that are complicated by areas of uncertainty in the appropriate approach, methodology, or interpretation because of continuing program changes, technological development, or conflicting requirements. Collects relevant data, analyzes data results, and presents recommendations to move forward implementing new or changing programs within the established timeframes. Verifies information needed in Congressional inquiries; initiating audits of data to ensure answers are accurate prior to release. Assists in the duties for the following programs: Employee Engagement and Recognition Programs, and Performance Management. Creates internal policies, procedures, and guidelines for staff to follow. Both programs enhance work life balance of staff. Creates policies and procedures to institute processes to make current HR tasks run more efficient and smoother. The incumbent is assigned timekeeper duties for assigned personnel. Time and attendance are performed daily to ensure accuracy. T Provides advice and assistance on all assigned tasks or projects regarding administrative influence or HR related outcomes to VBA emergency preparedness planners and analysts. Provides technical advice and assistance and disseminates human resource information to organization. Review's classification standards, guides, to assist and coordinate classification assignments. Keeps abreast of new developments and regulatory guidance from higher authorities and provides interpretative guidance to subordinate regional activities. Prepares and presents reports and briefings on assignment status and/or recommended actions to appropriate individuals. Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. Provides guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention. Researches and recommends solutions to complex issues and topics where local factors contradict established policy or procedures. Input, routes, approve, processes, and tracks RPAs and other personnel actions; reviews, changes, corrects job descriptions via the automated system and accesses electronic data bases for assigned employees to generate reports, and extract data for program requirements for managers as needed. Provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Coordinates with legal officials as appropriate. Perform other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. GS-11 Level: Applicants must have one year of specialized experience at least the next lower grade level (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying and providing guidance on multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Labor Relations. Examples of specialized experience would typically include, but are not limited to: Provide advisory services to leaders and employees on a range of human resources concepts, laws, and policies; Assist leadership in solving a range of complex problems and issues; Participate in policy development groups or projects based on broad organizational requirements. Education Requirements for GS-11:Ph.D. or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree orLL.M., if related GS-12 Level: Applicants must have one year of specialized experience which was at the GS-11 level and must have been held in the Federal Government. Specialized experience is defined as experience providing advisory services, quality review services, or experience drafting and approving standard operating procedures and/or other forms of regulatory guidance covering multiple fields of Human Resources rules, regulations, and procedures including Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (OWCP, retirements, and insurance programs), and/or Employee and Labor Relations. Examples of specialized experience would typically include, but are not limited to: Provide advice and guidance in the areas of classification and staffing and recruitment; Defending agency actions in front of a 3rd party hearing (FLRA, MSPB); Experience as the chief negotiator in labor negotiations. There is no education substitution at this level.
