As an Administrative Officer you will participate in the development of long and shortrange plans, goals, and objectives of the organization with nationwide impact. Administrative Officer keeps the Executive Director (ED) and Deputy Director (DD) informed of significant activities; evaluates the effectiveness of administrative policies, procedures, and management practices; and recommends appropriate adjustments or alternatives.
Duties
Serve as the Manager of Administrative Services and in this capacity, assists the Execute Director (ED) and Deputy Director (DD) in a variety of national matters.
Participate in the development of long and shortrange plans, goals, and objectives of the organization with nationwide impact.
Inform the Execute Director (ED) and Deputy Director (DD) of significant activities; evaluates the effectiveness of administrative policies, procedures, and management practices.
Recommend appropriate adjustments or alternatives of any problem areas and resolves implementation problems with appropriate program officials.
Advise management on administrative and operational matters affecting the office.
Provide administrative support to Labor Relations Specialist in third part proceedings with Federal Labor Relations Authority and National arbitrations in the defense of the agency’s position between VA and the National Unions.
Analyze and report progress of accomplishments of Labor Management Relations programs and services.
Develop and implement office wide policies and procedures in administrative management.

Qualifications
Specialized Experience:

You will receive credit for all qualifying experience, including volunteer experience.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Developing policies, directives, program initiatives or regulations for the organization; (2) Analyzing the overall fiscal, budgetary and procurement functions of an organization; (3) Preparing budget estimates/justifications for an organization; (4) Preparing reports of findings for responsible organization programs and (5) Making recommendations to senior leadership on program implementation.
Education
There is no educational substitution for the GS-13 level.
