You will serve as a PROGRAM MANAGEMENT COORDINATOR in the Project Management Office staff of Code 1420P of the Naval Foundry and Propeller Center (NFPC), Norfolk Naval Shipyard Detachment (NNSY-DET) in Philadelphia. PA.

Duties

You will develop Work Breakdown Structures (WBS) for projects using technical guidance provided by engineers You will develop project schedules and activities in support of project requirements and developing cost and financial documentation. You will participate in procurement planning for projects You will Negotiate contract specifications and design changes. You will interpret and apply contract clauses and government acquisition regulations.

Requirements

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analysis techniques to cost/price analysis and business/industry principles. Experience analyzing cost elements on a wide range of contract proposals, modifications, claims, or terminations; Experience participating in process improvement efforts and special projects to compile and validate historical pricing. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using reports from audits or other resources for evaluating technical costs and establishing negotiation objectives that provide incentives for efficient and economical contract performance; Experience using statistical principles and techniques in analyzing current and historical data to evaluate contractors? proposals; Experience analyzing the cost and pricing of ship repair industrial operations such as production processes, direct labor costs, material costs, and subcontractor costs; Experience interpreting procedures, ship drawings, technical manuals, and work specification requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
