Duties
As an PROGRAM SPECIALIST you will be responsible for the following duties:
- This position is designated mission essential. The incumbent provides DCSA with timely and relevant all hazard/threat advisories and warnings to include (but not limited to) intelligence, counterintelligence, safety, criminal, terrorism, cyber, natural disasters, and severe weather events that may initiate emergency responses. Initiates timely and accurate Mass Warning and Notification (MWN) alert messages as required.
- Receives Situation, Position, Observation and Time (SPOT) Reports from field-based components on the Director's Critical Information Requirements (DCIRs); reviews, analyzes, and communicates to senior leaders and those offices with response requirements based on the nature and criticality of the event.
- Assists Operations Center leadership with developing and implementing policy, plans and programs to prevent, mitigate, respond to, or lessen the impact of these all-hazards threats using risk management principles.
- Provides planning, policy and operations support of operational responses to all hazards and threats that may negatively impact the ability to maintain DCSA mission essential functions.
- Collaborates with DoD operation centers, law enforcement, intelligence community, Department of Homeland Security, Federal Emergency Management Agency, DCSA Regional Emergency Managers, Threat Manager, Antiterrorism Officers, Personnel Accountability Program Manager, Senior Continuity Planner, and DCSA Mission Elements to maintain a common operating picture that enhances situational awareness of hazards, risk, and threats impacting DCSA areas of operation.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-11 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: experience in an Operations Center; experience in emergency management concepts, continuity of operations, risk management, mission resilience processes and procedures; experience preparing and presenting briefings; information management, coordinating with national agencies for compiling of mission information and/or ensuring the quality of the processing of such mission data is accurate; identifying, analyzing, and compiling, data and information, into operational summaries of events.
