Serve as Lead, Management and Program Analyst in the KSC Chief Information Officer (CIO) Business Management Office responsible for budget integration, budget management, and budget analysis of business office contract and services. Proactively communicates, coordinates, and anticipates budget challenges or issues with the appropriate individuals.
Duties
Leads the budget formulation, budget execution, and budget and resource management processes. Provides oversight to all Enterprise contracts executing KSC CIO/KSC customer requirements.
Develops cost estimates for planning purposes taking into account contract management variables and
budget execution constraints. Revises budget estimates to accommodate variations in funding
requirements.
Leads the analysis and reviews of the KSC contract requirements, integrates the budgetary and contractual
requirements, and develops status reports for review at all levels within IT and by other management at
KSC.
Directs, coordinates, and approves work statements for information technology and communications
services and products. Recommends modifications to acquisition strategies.
Employs techniques such as cost-benefit analysis to meet budget reductions and explores alternative
methods of funding. Performs procurement requisitions for IT spend including highly specialized
procurements.
Oversees acquisitions, proposal evaluations, budgeting, performance measurement, contract surveillance
in the areas of IT and communications.
Provides input and analysis as part of the KSC CIO Contract Technical Evaluation Process identifying any
gaps or issues and coordinating those back to the appropriate Technical Point of Contact (TPOC) as well
as the Technical Area Monitor (TAM).
Coordinates instructions in a clear, timely, and organized manner to team.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading a team or project that provides information technology or communications services and products;
Performing work with acquisitions, proposal evaluations, budgeting, performance measurement, contract surveillance in the areas of IT and communications;
Providing input to management on operational issues, business and technical processes or organizational positions.
