About the Position: Winchester is located in beautiful Shenandoah Valley 70 miles northwest of Washington, DC. Visit the US Army Corps of Engineers, Middle East District website at the link here. Position may be filled as a temporary promotion not to exceed one year by current permanent Army employee. Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition.

Duties

Delegate complete responsibility and authority to plan, schedule, and carry out major projects concerned with program management, planning, design, and construction. Coordinate program execution with both Continental U.S. (CONUS) and Outside the Continental U.S. (OCONUS) organization teammates. Serve as the recognized authority for the formulation and implementation of both FMS (Foreign Military Sales) and non-FMS programs. Inform both CONUS and OCONUS customers, stakeholders, teammates, and organizational leaders of all status and risks that affect the execution of the assigned programs related to scope, schedule, and budget. Verify that both CONUS and OCONUS customers, stakeholders, teammates, and other agencies participate and comply with roles and responsibilities outlined in approved program management plan.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET Security Clearance.
  • Travel is required to different locations throughout the CENTCOM AOR up to 50% of the time.
  • Position is Non-Combat Essential (NCE).
  • Must be able to obtain and maintain a driver's license within the countries assigned (CENTCOM AOR).
  • Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes delegating complete responsibility and authority to plan, schedule, and carry out major projects concerned with program management, planning, design, and construction; interacting with other District staff to ensure overall coordination on assigned programs for planning, engineering, real estate, contracting, construction, and legal issues; providing direct supervision of Program and Project Managers that are located both CONUS and OCONUS; serving as primary point of contact for both customers and stakeholders; and providing recurring program status updates to organizational leaders and stakeholders both orally and in writing using organizational systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
