Serve as a senior information technology (IT) specialist/analyst in the Air Force Life Cycle Management Center (AFLCMC) with responsibility to support of Air Force (AF) IT policy, plans, and business requirements.

Duties

This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). This position requires a Business Cost Estimating (P) Level 2 acquisition certification. The selectee must meet, or be capable of achieving, acquisition certification within 60 months after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 continuous learning points every 24 months. Duty 1: Serve as Center IT systems analyst and advisor of new and/or enhanced information technology. Duty 2: Assess policy needs and develop policy and procedures governing IT activities. Duty 3: Function as a senior technical advisor on contract and budget activities. Duty 4: Represents the organization at conferences and meetings and presents briefings.

  • This is an acquisition coded position. Selectee must complete required certification level 2 in Engineering and Technical Management (N) within 24 months of assignment

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) experience of development, implementation, documentation, and assessment of the enterprise structural framework and maintaining strategic plans for IT infrastructure at the next lower grade GS-11, or equivalent. Experience must include demonstrated skills in researching Cybersecurity policies, system security engineering policies and procedures to revise policy, evaluate IT services documenting architecture infrastructure; providing enterprise architecture guidance, support, coordination to customers and project teams; upgrading enterprise services, software, and hardware. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT principles, concepts, and methods. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements. Knowledge of system architecture, integration techniques, and testing methods. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
