The National Gallery of Art serves the nation by welcoming all people to explore and experience art, creativity, and our shared humanity. This position is in the National Gallery’s Office of the Treasurer (T), General Accounting Department (TGA), reporting directly to the Comptroller. The Comptroller reports to the Chief Accounting and Finance Officer. The primary purpose of this position is to oversee all payroll related functions.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-501-12. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-11 grade level in the Federal service, that includes possessing experience as a Payroll Management Specialist; possessing knowledge of a body of payroll, time and attendance, tax, and retirement; utilizing a variety of interrelated steps, conditions, and procedures or processes to assemble, review, and maintain a variety of complex pay transactions; processing various payroll related reports; resolving time, leave and benefit issues; utilizing automated pay systems to reconcile errors, and provide accurate information and assistance; and operating a personal computer with a variety of software programs. working in both a legal office and a museum or other cultural institution. DO NOT write "see resume" in your application! Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates. Comprehensive knowledge of payroll, time and attendance polices, precedents, regulations, and practices sufficient to manage the payroll function and serve as subject matter expert and functional lead to design, implementation and future upgrades of payroll-related modules new financial systems. Comprehensive knowledge of automated and manual systems associated with supporting payroll operations. Mastery of concepts, principles, laws, applicable to a wide range of payroll service areas to support the National Gallery payroll functions. Comprehensive and detailed knowledge sufficient to analyze and evaluate payroll functions by high level, to develop and implement internal policy and directives, and interpret the impact of new legislation, OPM decision and guidance. Comprehensive knowledge of the overall payroll management process sufficient to improve and implement operational efficiencies and constitute measures to improve data management for privacy of employee information. Working knowledge of various payroll systems implemented by NFC. Ability to analyze financial data, trace transactions through a complex system, and resolve problems and errors. Excellent communications skills sufficient to develop written and oral presentation and to explain and defend recommendations.
