This position is located in the USDA-Office of the Chief Financial Officer, National Finance Center, Office of the Deputy Director, Administrative Management Staff, Support Services Office in New Orleans, LA. The primary focus of this position is to support the Support Services Office in providing expertise in facility and financial management and contract administration.

Duties

Assists with preparing cost estimates for statements of work by gathering resources estimates. Assists with developing bid requirements and surveys to ensure adherence to establish contracting regulations and procedures. Assists with developing ad-hoc report, to provide specific information related to recorded payment transaction. Assists with developing report and procedures to prevent anti-deficient spending. Assists in identifying fiscal trends related to facility- contracted services. Research inquiries regarding burn rate and funding levels of existing contracts. Communicates with team members and agency staff on the status of individual projects and studies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: GS - 07: At least one year of specialized experience, equivalent to the GS-05 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Program Analyst. Examples of such experience includes: (1) Reviewing agency policy and acquisition regulations to ensure adherence to established contracting regulations and procedures; (2) Assisting with establishing cost estimates and statements of work aligned to facility related contracts and bids; and ; (3) assist with preparing inspection summaries and narrative assessments of facility conditions; providing quality customer service (prompt response and resolving customer complaints); assist with overseeing contractors performing build-outs, cleaning, maintenance and preventative maintenance. NOTE: This experience must be demonstrated on your resume/supporting documents. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-05 is required to be eligible for the GS-07. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Qualifying Based on Education:
GS-07- 1 full year of graduate level education or superior academic achievement (S.A.A.). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Combination of Education and Experience may be substituted for experience in the following:
GS-07: You may combine education and experience to meet the specialized experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above a bachelor's degree is creditable towards meeting the requirement at the GS-07 grade level.) Transcripts are required at the time of application.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
