About the Position: These positions are located with the Human Resources Management Department, Naval Medical Center San Diego, California.
Duties
Provide manpower advice to support organizational review and manpower surveys conducted by Manpower Staffing Standards System.
Provide objectively based information to managers and supervisors on key management programs.
Responsible for analytical and evaluative work, to recommend improvements in administrative processes.
Develop instructions on standard operating procedures, and reports regarding the personnel programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.

GS-09 Specialized Experience: One year of specialized experience which includes maintaining human capital or manpower data to assist with reports; and offering consultative assistance on matters relating to the evaluation of manpower issues at a medical center. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
GS-11 Specialized Experience: One year of specialized experience which includes analyzing operating official's manpower; performing periodic review of organizations and functional studies; preparing justifications; and recommending adjustments of manpower based off research reviews. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 or 07).
