You will serve as a FINANCIAL MANAGEMENT ANALYST in the Resource Management Department, Naval Medical Research Unit of NAVMEDRSCH UNIT SAN ANTONIO. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will perform or advise work in any of the phases or systems of budget administration. You will formulate budget and cost estimates to support plans, programs and activities. You will develop, determine, and interpret budgetary policies and practices. You will analyze and recommend cost and benefits of alternative methods of financial management of organizational programs and administrative operations. You will implement legal and regulatory control over approved budgets and provide advice on effective/efficient methods for acquisition, use of funds to support the organization programs and activities.

  • This Is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NOAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as: Identifying, analyzing and resolving a range of budgetary problems such as development of alternative method of funding; Formulating budget estimates for programs in which funding requirements have changed significantly; Interpreting the impact of and planning for financial/budgetary and program changes to identify reliable data; Applying a wide range of standard practices and procedures to phases of an annual budget and/or financial administrative processes; AND Assisting Program Managers and Staff Officials to interpret the impact of and planning for financial/budgetary and program changes. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successful completion of a Ph.D. or equivalent doctoral degree directly related to the position being filled. (Possession of the requirements must be verifiable via SUBMITTING A COPY of the complete transcripts with your application.)
