The primary purpose of this position is to serve as the Comander's Support Staff (CSS) Personnel Programs Manager, providing direct technical/advisory support to the HQ AFRC Section Commander, First Sergeant, and supporting over 1,200 total force integrated personnel on military personnel programs.
Duties
Duty 1: Provide overall management and direction of personnel programs within the Commander's Support Staff (CSS) on behalf of the HQ AFRC Section Commander and First Sergeant.
Duty 2: Serves as the point of contact and liaison with the servicing Force Support Squadrons (Regular and Reserve Air Force) on personnel and manpower actions.
Duty 3: Plans, organizes, leads and controls the HQ AFRC training program to ensure combat readiness.
Duty 4: Executes the monthly Newcomer's Employee Orientation (NEO) program.
Duty 5: Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced directorates, other staff agencies, and functional areas to secure coopration, resolve controversial matters and convey information.

- The work is performed in an office setting with adequate lighting, heat, and ventilation. The work environment involves everyday risks or discomforts that require normal safety precautions.
- The position may require extended periods of standing, walking, stretching, bending, stooping, or carrying a variety of office equipment and supplies which may weigh as much as or more than 45 pounds.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives to determine resolutions for problems and identify opportunities for improvement. Other experiences may include advice and assistance on administrative, acquisition, management, financial and operational subject areas while accomplishing a wide variety of analytical assignments. The experience may have been gained in the private sector, volunteer service, military service, and/or government service, etc.
EDUCATION: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university(Note: You must attach a copy of your transcripts.).
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have some specialized experience as described in specialized experience, but less than one year; and I have less than two years of doctoral-level education as described education. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.)
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of administrative and military personnel policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions.
2. Ability to analyze and interpret data, military personnel policies, and procedures governing actions pertaining to officer and enlisted members.
3. Knowledge of analytical and investigative techniques to measure effectiveness, efficiency, and productivity.
4. Ability to plan, organize, and direct the functions of the staff; communicate effectively with diverse groups both orally and in writing.
5. In-depth knowledge of the automated systems, personal computers, hardware, and software.
6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
7. Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
