This position functions as a Program Assistant within the Data Management Section of the Health Administration Service (HAS) at Bay Pines VA Healthcare System, Southern Clinics and Northern Clinics. The primary function of this position is to assist with managing data validation as well as clinic profile management for the facility.
Duties
Initiates and populates reports for HAS and distributes to all HAS staff as well as the facility Access Coordinator for analysis and/or action.
Implements a variety of monitoring and reporting tools in the assigned HAS computer software packages for each unit within the service and training staff on proper utilization and analyzation of the distributed reports.
Incumbent is responsible for auditing the Incomplete Encounter Error Management as well as the Encounter Action Required programs and assures that HAS is in compliance with requirements of getting those actions completed in a timely manner and in accordance with national closeout deadlines.
Monitors the completion of encounters (i.e., reconciliation, action required, and error correction), consults, text orders, Electronic Waiting List (EWL), and daily tracking of completion statistics.
Provides guidance to HAS Clerks in error corrections, Master Patient Index (MPI) and duplicate correction, scheduling, Advanced Clinic Access (ACA), conducts internal audits within HAS as well as audits of other services' schedulers, surveys and is responsible for ACA Clinic setups.
Review requests for accuracy for submission to DSS for the identifiers and count/non-count clinic assignments for clinic profiles and approve or rejects, then provides the requesting service necessary input to ensure corrected selections for approval and assignment using the Health Administration Service Administrative Management (HASAM) database.
Reviews completed Clinic Program Management (CPM) requests post-processing to ensure that requests have been fully processed to the satisfaction of the service's requestor.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-06 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of basic statistical methods and formulas to calculate ratios, percentages, means, medians, frequency distributions, etc. and to present a variety of statistical data in tabular or report format. Knowledge of clinic profiles, including setup, cancellations, and modifications, etc. Ability to analyze and interpret complex data and to recognize errors and deviations from the norm. Including database, spreadsheets, and survey data. Extensive knowledge of the programs and functions of the hospital, the types of patients treated in each ward or clinic, basic eligibility criteria, and regulations governing admissions, discharges, transfers, deaths, and authorized and unauthorized absence to analyze data, recognize discrepancies, and present data in a form that is useful to management. Knowledge of AMIS reporting system through VistA to Austin Automation Center. Extensive knowledge and capability in using VistA and PC software programs, (such as Excel and Access) in order to compile and extract data and to create reports.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of items such as papers and books. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
