About the Position: Position may be filled as a temporary promotion NTE one year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Position may be filled as a temporary appointment NTE one year if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.
Duties
Analyzes and plans functions, work operations and activities for assigned military personnel programs.
Establishes workflow and functional assignments by setting priorities and preparing schedules for work completion. Develop internal controls that monitor military personnel suspense actions to ensure timely processing.
Manage military personnel programs in accordance with policies and procedures.
Performs supervisory personnel management functions directly or indirectly for employees engaged in accomplishment of functional areas.
Makes changes in organization work, procedures, and workflow of subordinate work units to ensure mission is accomplished. Brief senior management officials on information pertaining to assigned organization.
Resolve complex, controversial, or sensitive work matters to ensure regulatory compliance.
Instructs and directs employees to ensure they understand regulatory guidelines and current operational directives and policies.
Brief commanders on military personnel actions affecting enlisted, warrant, or commissioned officer personnel.
Serves as branch authority for multiple military personnel programs, such as casualty services, military awards, special assignments, voting assistance, and ID Cards/Tags.
Apply fundamental military personnel policies, and regulations sufficient to recommend solutions from moderate to difficult issues and problems.
Participate in the administration of a variety of staff assignments regarding military human resources program areas.
Assists in ensuring the operability of a variety of automated systems containing data that support military personnel functions
Ensures all subordinate users are fully trained and aware of the proper use of hardware and software capabilities to meet mission objectives. Provide on-the-job training to new employees.
Participate in on-the-job training designed to keep employees current on work processes or procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employee must obtain and maintain a SECRET clearance.
- Position requires the employee to occasionally travel away from the normal duty station (TDY) 5% of the time.
- Must be willing and able to travel in military and commercial aircraft and vehicles.
- Employee may be required to work overtime.
- Employee may be required to work other than duty hours, which may include evenings, weekends, and/or holidays.
- Will be required to perform duties on the MPD/AG HURCON or Mass Casualty Team.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes applying principles, practices, and procedures involved in administering military personnel programs; processing military personnel actions; developing procedures to enhance military personnel programs; analyzing military personnel information to make program recommendations; compiling statistics related to military personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Military Personnel.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
