Duties
Serves as the IT Project Manager (PLCYPLN) in the Information Technology (IT) Program Management Office (ITP), Defense Commissary Agency (DeCA) location. The primary purpose of this position is to manage day to day operations and tasks assigned to the ITP Program Executive Officer (PEO) and provide direct support to the PEO.
Position responsibilities include:
Responsible for tracking and coordinating staff actions, IT software projects, IT programs and budget impacting the ITP.
Assist in establishing IT strategic planning to align the PEO vision and path forward with the overall IT Group and DeCA vision.
Evaluates presentations and integrates results into a finished senior executive level product.
Provides support, oversight and coordination of IT Portfolio Management staffing, documentation requirements and processes for systems owners of functional IT systems.
This is a developmental position designed to give the incumbent the necessary training and work experience to develop over time to the full-performance.

Experience: One (1) year specialized experience at the GS-07 grade level (or equivalent) by the closing date of this announcement. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include:

Education: Master's Degree or equivalent graduate degree or two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree
OR
Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Examples of qualifying specialized experience:
Applies performance management/ measure methods, tools, and techniques to evaluate system effectiveness.
Ensures the integration of IT programs and services.
Manage assigned projects and prepare briefings for senior management on complex/ controversial issues.
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for this position is GS-07.
Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
Education
Education used to qualify for this position must be from an accredited school or educational institution recognized by the
U.S. Department of Education and a copy of your transcript is required as part of your application package. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.
