About the Position: This position Serves as a Doctrine and Training Analyst responsible for capabilities integration processes for the Irregular Warfare (IW) Proponent for the United States Army John F Kennedy Special Warfare Center and School, Directorate of Training and Doctrine in Fort Liberty, NC.

Duties

Performs a variety of analytical tasks associated with the IW portfolio and pillars of IW (Counter Insurgency, Counter Terrorism, Stability Operations, Foreign Internal Defense and Unconventional Warfare) and supporting activities. Assures a level of subject matter expertise in IW across not only DoD but similarly includes partner nation and knowledge of interagency unique IW equities and expertise. Incumbent participates in ongoing Army activities that impact Army IW proponents and injects knowledge to ensure proponent areas are meeting the intent of US Code, Department of Defense and Department of the Army regulations, and directives. Plans, programs, assesses, organizes, and integrates complex IW capabilities from across the interagency, allied and joint forces and performs a variety of analytical assignments and/or studies associated with these partnerships and shared outcomes. Evaluates concepts, capabilities, requirements, experiments, and exercise to provide recommendations to senior military and civilian leaders on the corresponding IW organizational capacity. Develops doctrinal concepts and reviews various publications to assure compliance; develops combined arms training strategies to align with unit IW training readiness goals and objectives. Serves as SOCoE representative at joint working groups, study advisory groups, in-process reviews, and other conferences and meetings. Chairs these meetings as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a Top-Secret SCI (Sensitive Compartmented Information) security clearance for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment drug screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes experience: 1) Integrating methodologies to address Irregular Warfare capabilities issues for a Special Operations military command. 2) Providing recommendations on the need, feasibility, force structure and the impacts on resource/operational constraints pertaining to new concepts, doctrine and training development, experimentation and/or required capabilities. 3) Developing complex capability development projects related to Irregular Warfare. 4) Developing doctrinal concepts for a special operations military command. 5) Developing exercise and experimentation objectives based on emerging doctrine and desired future operational capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessResearchTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-11.
