This position is a Program Specialist at the facility level and acts a s primary advisor to the Engineering Service Management Officials. The incumbent reports directly to the Maintenance and Operations Supervisor in addition, the incumbent will be the liaison between The Veteran Transportation Service (VTS) and Hero Transportation. Hero Transportation Program will operate within Engineering Service located at the Atlanta VA Medical Center with several Community Based Outpatient Clinics.
Duties
The incumbent oversees daily operations of the Medical Center's Hero Transportation Program and services provided in Engineering Service at the Atlanta VAMC by planning, developing, evaluating, marketing, and directing key administrative activities in multiple programs related to transportation system for rural/remote Veterans eligible for travel. Incumbent works closely and routinely with other services within the Medical Center. Other duties include, but not limited to:
Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization reports, scheduling, information and documentation systems, and similar functions.
Performs analysis of budget requests to include techniques such as cost-benefit analysis or exploring alternative methods of funding.
Works closely with Acquisitions and Material Management Service (A&MMS) to develop and negotiate contracts and maintain an accurate inventory of all Hero Transportation related equipment and vehicles.
Monitors the use and rate of expenditure of budgeted funds in assigned fund control points through continuing dialogue with Engineering Management Staff, review of written documents, and examination of accounting records.
Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives.
Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the Medical Center's Hero Transportation Program.
Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of non-recurring reports.
Performs other duties as assigned by management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and evaluates on a quantitative and qualitative basis the effectiveness of programs or operations in meeting established goals and objectives. Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to a transportation Program. Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports, management briefings, summaries, and a wide variety of non-recurring reports. Monitors the use and rate of expenditure of budgeted funds in assigned fund control points through continuing dialogue with management Staff, review of written documents, and examination of accounting records. Track and maintain fleet maintenance reports and logs. Assures and oversees the scheduling of routine, urgent and emergent transportation for Veterans, matters related to resource allocation, program development, Fund Control Point management, inter-service collaboration, community resource development with internal and external collaboration and analytical assessments. Makes recommendations for improved transportation efficiencies and effectiveness. Function as an advisor at the Medical Center level on matters concerning Veteran/patient transportation. demonstrates the skills to function as an advisor at the Medical Center level on matters concerning Veteran/patient transportation. Education: To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
