This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as the Program Manager of the Integrated Solutions (IS) Program Office reporting to the Director of Acquisition, for the Missile Defense Agency (MDA).
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a Supervisory Program Manager at the NH-0340-4 some of your typical work assignments may include:
Responsible for the overall management and implementation of the Missile Defense Agency (MDA) and Department of Defense (DoD) policies for the acquisition of products and services supporting both concurrent test, training, and operations (CTTO) for missions executed by or through the Missile Defense Integration and Operations Center (MDIOC), and the execution of the MDA global communications and information Technology (IT) environment.
Responsible for the security, cost, schedule, and performance of a specific service acquisition project. Lead the development, coordination, and resourcing of requirements and overseeing the service acquisition project through the acquisition process. Requires accomplishment of project objectives and oversee acquisition of services to meet the user's mission needs.
Develops acquisition directives and objectives to meet the IS objectives, goals, and vision. Researches, coordinates, plans, and briefs actions in support of the MDA's goals and vision. Develops and conducts management / performance reviews as well as decision and information briefings related to acquisition policy, planning, and assessment across the MDA. Executes relevant acquisition strategies to succeed those currently being used by the MDA, including workload baselines.
Evaluates programmatic issues involving risk, cost, schedule, and performance. Integrates and assesses: Earned Value Management Systems (EVMS) data; Integrated Baseline Reviews; Acquisition / Contracting strategies; independent government cost estimates; Acquisition Strategy Panel (ASP)/Acquisition Strategy Board (ASB) recommendations; Services Requirements Review Board (SRRB) recommendations; acquisition team artifacts; source selection findings, and program integration deliverables.
Capture support metrics and cost data, as appropriate, and track performance against cost targets. Immediately notify the requiring activity when services issues endure significant deviations from any parameter (e.g., cost, schedule, performance).

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience applying systems and/or services acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule risk and performance. AND
Experience effectively communicating information to senior leaders orally, in writing and with presentation material on acquisition/program status.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
