This position is located in the Office of the Director (OD), Congressional and Legislative Affairs Staff (CLAS), Indian Health Service (IHS) located in Rockville, Maryland. Incumbent manages and provides leadership on complex, sensitive, diverse and unique legislative and political matters involving American Indians and Alaska Natives (AI/AN's). The incumbent reports to the Director, CLAS.
Duties
General guidance performs Administrative Activities:
Advise on congressional and legislative affairs functions, requests, and communications with Director, Senior Staff and other officials on processes, responsibilities and correspondences.
Provide administrative guidance to staff members for assigned congressional and legislative proposals and correspondences. Coordinate responsibilities and activities on related communication and record management protocols.
General guidance performs Legislative Activities:
Manage congressional and legislative requests, correspondences and communications on questions, problems and issues pertaining to legislation bill, resolution or other issues or proposals presented by legislative committees and subcommittees.
Interpret Legislative and Executive Branch documents, Congressional Record, and proposals and resolutions on Agencies health care delivery initiatives.
Liaison Activities:
Develop and evaluate changes in current, new or proposed legislation, and related policies. Confer and negotiate with Senior Agency officials, Federal agencies, Tribal, state, and local officials on legislative and congressional cases, initiatives and resolutions and proposals.
Qualifications

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience coordinating legislative liaison functions sufficient to advise officials on conference planning, document preparation processes, and correspondence management requirements AND
Experience reviewing legislative and congressional proposals and materials to identify impacts to current, new or proposed legislation and related policies.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
