Duties
Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade of GS-7 and/or GS-9 will be developmental in nature.
Coordinate systems operations and systems issues and to maintain computer schedules and to
control and monitor systems outputs.
Serves as a functional specialist for all aspects of automated accounting and finance systems intended to support operational activities.
Provides advice and assistance to managers regarding system capabilities, systems internal controls, and available data for recurring and nonrecurring reports.
Designs and evaluates special automated information report products requested by users.
Maintain multiple systems to support accounting and finance operations.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service that demonstrates the ability to perform the duties of the position is required.
For the GS-07 level: One year of specialized experience is equivalent to the next lower grade (GS-05) in the Federal Service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience using financial analysis techniques to assess issues associated with financial systems; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.
For the GS-09 level: One year of specialized experience is equivalent to the next lower grade (GS-07) in the Federal Service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience analyzing and evaluating financial systems to identify issues and discrepancies; researching and interpreting financial regulations, policies and laws to provide recommendations and advice to managers; reviewing and interpreting financial policies and laws to resolve financial issues.
For the GS-11 level: One year of specialized experience is equivalent to the next lower grade (GS-09) in the Federal Service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience monitoring helpdesk tickets in support of financial system teams; applying and advising on financial system policies and procedures; analyzing and evaluating financial systems to identify issues and discrepancies; researching and interpreting financial policies and laws to resolve financial systems issues.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
This position is developmental and selections may be made at the GS-07, GS-09, or GS-11 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-09 and/or GS-11 grade levels without further competition.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
