This position is located in the Mid-Atlantic Health Care Network, Veterans Integrated Service Network (VISN 6), Durham VA Medical Center, Engineering Service. The employee performs Administrative Officer and Fleet Management work.

Duties

Duties include, but may not be limited to the following: Knowledge of the principles and methods of planning, programming, budgeting, and fiscal analysis. Ability to provide coordinate, track, certify and provide recertification on all vehicle safety training programs as required for all assigned motor vehicles and motor vehicle operators. Reports all GSA mileages monthly and reviews monthly GSA bills for accuracy. GSA monthly bills are separated into various vehicle categories and users prior to processing. All vehicles are evaluated monthly for utilization, program officials notified in writing when vehicles are not fully utilized according to VA criteria. Skill in composition, grammar, spelling, punctuation, and computer skills necessary to produce accurate and timely memorandums and reports. Ability to communicate orally and in writing, and via email to gain cooperation from others through tact, courtesy, and diplomacy. Assists with overall management of property assigned to the Service and ensures that all existing equipment is included in the preventive maintenance program. Knowledge of fleet management skills and regulations. Orders/cancels vehicle credit cards, reviews monthly credit card statements checking for fraud and misuse and reconciles all purchases on credit card statements. Responsible for coordination of all routine vehicle services based on GSA preventive maintenance schedules. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 qualification Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Orders/cancels vehicle credit cards. Checks for fraud and misuse, reconciles monthly all purchases on credit card statements. Ability to coordinate with the Business Operations Manager with development of the annual budget input/requests for the Fleet Program. Responsible for coordination of the Service Quality Management, Occupational Safety and Health Programs, which include requirements to provide a broad database for management decisions , including administration of programs and evaluation of effectiveness of maintenance programs. Provides technical support and assistance to the Business Operations Manager, Engineering Service Supervisors, and other staff by conducting studies, gathering and compiling materials for sources, developing policy statements, and completing special assignments and projects. Incumbent coordinates as Work Group email administrator. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of progressively higher-level graduate education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position or superior academic achievement (Transcript Required). GS-9 qualification Requirements: Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. To Qualify based on education for this grade level you must have a masters or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree that demonstrates the, skills, and abilities necessary to do the work for this position, or LL.B or J.D. if directly related (Transcript Required). OR Combination: Applicants may also combine education and experience to qualify at the GS-9 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 % to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
