You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (Branch Manager) in the Corporate Enterprise Division, Contracts Department of NAVAL SURFACE WARFARE CENTER. This recruitment is being announced as a two-grade interval position. This position is equivalent to the GS-13/14 level. The full performance level is equivalent to the GS-13/14 level.

Duties

You will manage the workforce, and consider the effect of mid and long-term changes to shape workforce to stay ahead of customer requirements. You will provide leadership in the development, maintenance, and implementation of simplified acquisition strategies, processes and procedures for the division in close coordination with the division manager. You will lead and manage personnel, develop and mentor employees, conduct performance reviews, and aide personnel in the definition and achievement of career development plans. You will be responsible for employees performing simplified acquisition functions in support of one or more of the Departments at Naval Surface Warfare Center (NSWC) Crane. You will champion the continuous improvement efforts of the branch to increase efficiency, effectiveness, and agility in execution of operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating and overseeing acquisition or procurement requirements (e.g. technical requirements; procedures; documentation; tasking) of contract packages to ensure compliance with established policies and regulations for the procurement of supplies, services, and/or research and development products/services.
