You will serve as a Program Manager in the Directorate Ship Management, Combat Logistics Force Ships (RMI) of MILITARY SEALIFT COMMAND.

Duties

You will interface with COMSC, DSM and RMI Resource Manager in a wide variety of forums, whether interdepartmental, inter-service, or a military/commercial mix on policy and procedures related to mission requirements, ship operation, and maintenance. You will serve as the bridge between the MSC and its Combat Logistics Force Ships customers and sponsors. Assignments involve travel overseas and participating in high level working groups. You will maintain relationships with Program Sponsors to continually assess customer requirements and needs, and to monitor customer satisfaction. You will ensure that program sponsors operational and mission specific requirements for assigned ships of the Combat Logistics Force Program are accomplished with the highest quality service possible within existing constraints. You will evaluate program progress and effectiveness in terms of meeting scheduled objectives and milestones, operational efficiency of the ships, utilization of operational and customer/sponsor reimbursable funds, etc. You will develop strategic plans and policies, including long-range program plans, goals, objectives, key performance parameters and milestones. You will develop Program Objective Memorandum (POM) estimates and coordinates other funding shifts as approved by the COMSC/DSM, Combat Logistics Force Mission Program Manager and Director MSC N8. You will facilitate the authority to shift funds between ships in the class on the same line of accounting. You will manage alteration development, budgeting and execution. Approve alterations on the behalf of the Resource Manager. You will develop, maintain and update Memoranda of Agreement/Understanding between COMSC and various customer/sponsor activities which detail responsibilities for Operation, maintenance, and funding of Combat Logistics Force ships. You will develop program policy for: life cycle management, configuration control, maintenance, repair and logistics support for assigned ships. You will establish performance requirements, reporting guidelines, and performance analysis. Is accountable to the RMI and Program Sponsor for results and corrections. You will coordinate deviations from standard Program of record and PM approved baselines for regulatory body requirements and certifications, equipment/system readiness, ship manning FIT and FILL. You will coordinate with all internal MSC and external program, technical, operational and functional points of contact. Collects all information required to develop complete staff responses in multiple formats. You will work daily within an automated office environment. You will develop work products utilizing currently authorized Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access and Project).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of program management, commercial vessel standards (ABS/USCG), Financial management and execution, PPB&E process, POM submittals, DON new ship acquisition process, MSC Combat Logistics Force (CLF), Life Cycle management, Force Generation models and analysis, ability to assemble and brief high level programmatic reviews to Flag/SES and ability to lead complex complex cross functional teams to impact future requirements.
