This position is located at the R3 Regional Office in Albuquerque, NM.
This position serves as a realty specialist providing expertise, technical support, assistance and project management for a broad range of lands and real property programs on National Forests and/or National Grasslands within a multi-forest Lands Zone in a Region.

Duties
Duties listed are at the full performance level.
Provide expertise and assistance in a full range of complex lands and real property management case work, including planning, development, coordinating, reviewing and expediting the processing of landownership adjustment.
Responsible for management and timely completion of landownership adjustment, rights-of-way acquisition and title claim cases that often have significant effects on attainment of short and long-term multiple use management goals and objectives.
Prepares or reviews legal title documents that reflect the intent of previously negotiated agreements.
Requests and reviews reports from environmental site assessment, minerals, heritage, transportation planning, recreation, wildlife, fisheries, threatened, endangered and sensitive species, and other resource programs.
Upon request, assists in Lands training sessions, and provides technical land ownership adjustment case processing guidance to the Forests and Grasslands within a Lands Zone.
Requests and reviews reports from Forest Service specialists or contractors for appraisals, legal descriptions, wetlands and floodplains and water rights.
Interprets title evidence and works with the Regional Office, Office of General Counsel, title companies, landowners and conservation partners to resolve title conflicts.

Qualifications

Specialized Experience Requirement:
For the GS-07: One year of specialized experience equivalent to at least the GS-05 grade level. Examples of specialized experience include:assisted in the preparation of general correspondence and/or correspondence related to the acquisition, exchange and/or disposition of real property in accordance with policies and directives; compiled and organized correspondence and report attachments; reviewed simple land acquisition, disposition and exchange proposals to ensure all requirements were met; processed accepted land adjustment applications; conducted document and file inspections and compliance reviews; and/or assisted with administrative, land adjustment or LADS database entry.
OR
One full year (18 semester/27 quarter hours) of graduate level education that is related to the work of the position. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
An appropriate combination of graduate level education that is related to the work of the position, and specialized experience.

The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
For the GS-09: One year of specialized experience equivalent to at least the GS-07 grade level. Examples of specialized experience include:assisted higher-level specialists in the planning, reviewing and processing of the acquisition, exchange and/or disposition of real property and completion of a variety of activities such as, but not limited to, ordering and reviewing title documents, preparing certificates of use and consent and requests for specialists reports, communicating with landowners and title companies and participating in site inspections; assisted in compiling enclosures for due diligence requests, including mineral report and appraisal report requests and water rights analysis; and maintained an accurate planning and completion record of the status of a transaction.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
OR
An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).
For the GS-11 level: One year of specialized experience equivalent to at least the GS-09 grade level. Examples of specialized experience include:planned out and processed simple land acquisition, donation and disposition transactions, including title ordering and review, completion of due diligence, preparation of land status report, and document drafting and preparation; prepared draft deeds, purchase and sale agreements, offers and other form documentation; participated in land exchange documentation such as preparation of feasibility analysis; prepared closing instruction letters and preliminary and final title opinion packages; performed site inspections; collected, organized, analyzed and presented information regarding assigned transactions' and/or maintained accurate records of transaction progress.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
