This position is a key member of the Business Intelligence and Analytics team responsible for the development, implementation, and support of business intelligence requirements within the Richard L Roudebush VA Medical Center, Indianapolis, Indiana.
Duties

Duties include, but are not limited to, the following:
Develops reports, tools, and dashboards using large databases to directly support the decision making, project management, and reporting needs of the facility
Applies sophisticated programming techniques that support healthcare management
Develops interfaces and performs data mining to provide data tools and outcome measures needed to evaluate the effectiveness and efficiency of programs and operations
Consults with facility leadership, healthcare group leadership, facility staff, and IT to initiate, develop, and execute data-related projects
Provides expertise in all stages of software development cycle from initiation to development to maintenance, and data analysis and interpretation with the ability to explain results
Serves as expert in and has full knowledge of high-level computer programming languages and data reporting applications, including but not limited to Structured Query Language (SQL) in Microsoft SQL Server environments (also includes SSIS, SSRS, Visual Studio, SQL Management Studio, Pyramid Analytics, etc.)
Utilizes programming languages such as C#, VB, VBA Macros, JavaScript, HTML, etc.
Develops health informatics tools that can be used to monitor clinical care processes, outcomes, and patient safety
Develops database applications to collect new data or provide other tools to collect required information and update reports
Ensures comprehensive documentation regarding all data produced
Utilizes Pyramid Analytics and Power BI to help identify trends, problems, and provide insights
Builds dashboards to answer clinical and administrative questions
Performs other duties as assigned
Work Schedule: Monday through Friday, 7:30am to 4:00pm

Qualifications
To qualify for this position at the GS-12 grade level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Analyst, and that is typically in or related to the work of the position to be filled. Specialized experience includes experience where you were responsible for improving the quality, efficiency and effectiveness of programs; performing data extraction and analytics; working with data models, web services and data mining techniques; testing and troubleshooting software to identify root causes and solutions of problems; using various database languages (e.g., Structured Querying Language (SQL), etc.); and manipulating/managing data, generating reports, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited based on time actually spent in appropriate activities. Physical Requirements: While working mostly sedentary, there are also demands for standing, walking, bending and long periods of sitting. The employee is required to answer numerous telephone calls and must read and operate a computer terminal.
