The primary purpose of this position is to serve as a Subject Matter Expert (SME), senior level system analyst and project officer for the Electronic Case Tracking (ECT) system, and manage multiple medical information management/information technology programs. Data analysis, correlation, and mining is required to build and provide products to Air Force Senior leaders.

Duties

DUTY 1: Subject matter expert (SME) and project officer for the Electronic Case Tracking (ECT) System or future Government Based System (GBS) and legacy systems. DUTY 2: Oversees the SG Directorate data analysis and medical data systems. DUTY 3: Manages SG specific Information Management/Information Technology programs. DUTY 4: Provides management advisory service and guidance and represents HQ AFRC/SG as a participant in working groups, discussions, and meetings and provides advice and technical assistance within the parameters of assigned areas of responsibility. DUTY 5: Customer Support/Assistance and Security Management.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes performing research, analyzing functional requirements, objectives, and new and proposed regulatory guidelines to resolve substantive problems and issues of system operations. Applies a wide range of qualitative and quantitative methods in assessing the effectiveness or improvement for medical information systems. Researches and organizes ECT/GBS data to create reports, analyze data and updates the SGO Case Production/Management Tool. Accomplishes planning, design and development of other medical information systems in support of and relative to ECT/GBS. Gathers, organizes, and provides data analysis in support of the ECT/GBS and projects related to metrics and reporting of system and contents. Applies an effective approach to resolve problems in the management of data systems and data analysis for the command. Conceives and applies techniques, concepts, and/or theories to ensure positive innovation in systems management. Identifies new initiatives or advances that impact command systems management programs as well as efficiency and effectiveness. Assignments require developing detailed long-range plans, goals, and objectives for implementation and administration of the program. Performs extensive, in-depth analysis to resolve major areas of uncertainty or to resolve problems to ensure a smooth integration of initiatives or advances for directorate. Develops, research and updates content of the SG Portal Page, SharePoint Site, and Knowledge Exchange programs. Grants publishing rights to Content Managers and Content Publishers as required. Conducts content reviews to ensure compliance. Works in collaboration with the Content Publishers and owners to ensure that information on the AF Portal is current, accurate and in compliance with applicable Air Force Instructions (AFIs) and applicable AF Portal Guidance. Directs the design of data products, processes, or programs that enhances command management advisory services using a variety of tools (i.e., Microsoft Access, Excel, and MilPDS OBIEE, DCPDS, BO, etc). Provides Military Health System (MHS) Infrastructure Support, Collaboration and Messaging Services, Application and Web Support, IT Operations Center Support, and Security. Receives, reviews, analyzes and determines action to resolve issues that results in an immediate/hot fix. (Defines the requirement and directs the change to the CMEs). Provides support and troubleshooting (Number of help tickets) in support of the tactical execution of unique MHS. Accomplishes server monitoring and recertification to renew authorization to operate (ATO). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule and conduct special projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 2. Practical knowledge Air Force Medical Service Information Technology systems policies, procedures, rules, guidelines, pertinent, laws, regulations, precedents, major issues, program goals and objectives and administrative operations; Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. 3. Comprehensive knowledge of military medical data functions and Air Force, Air Force Reserve Command policies, procedures, structures, missions, programs, and organizational relationships. 4. Skill in application of concepts of automated systems and data standardization requirements, procedures, projects, documentation and techniques. 5. Ability to communicate effectively, both orally and in writing, and clearly present issues and recommendations. Ability to gather facts and use analytical and evaluative methods to assess requirements; apply tools to design and development processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems. Communicate analysis professionally to AFMS and Line leadership. 6. Ability to establish and maintain effective working relations which foster cooperation, awareness of individual differences and teamwork. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
