The position is located in the Office of Computer and Communications Systems (OCCS), Systems Technology Branch (STB), Systems Services Section (SSS).

Duties

As an IT Specialist (SYSADMIN), you will: Serve as an expert in a variety of computer languages, operating systems, multiple computing environments and control programs, helping to ensure that all NLM computer equipment, operating systems, languages and associated software are managed and utilized effectively. Develop techniques for utilization of cloud, servers, computers and associated peripherals by NLM applications developers. Such techniques are derived from traditional and non-traditional sources and often involve several modern computer languages for onsite and cloud environments. Plan, organize, and execute hardware and software system upgrades, modifications and corrections onsite and cloud environments, and coordinate the efforts of multiple team members and contractors in the implementation of system changes and equipment upgrades. Analyze and evaluate vendor supplied software packages and services; determine when leased packages are no longer required, and assist in the selection of such software and services. This often requires the determination of desired product requirements and features to ensure effective utilization as well as cost-effective expenditures. Research, develop, and implement new systems technologies to improve and advance system performance, reliability, and scalability. Serve as a consulting expert to other NLM components and IT technical staff, assisting application developers in defining their system requirements, and developing and maintaining standards and procedures for systems control, utilization, and monitoring. Analyze developer requirements to provide counsel, assistance, support, and to implement systems capabilities and services to meet the requirements. Serve as project officer for contracts and procurements as well as collecting and determining inputs into the annual budgeting process. This includes the monitoring of current expenditures for specific categories of hardware, software, and services. Respond appropriately to perceived and real threats to system security, establishing appropriate controls to ensure proper security measures are taken, balancing operational requirements with security requirements. Establish, maintain, monitor, and evaluate the effectiveness of systems, devices, procedures, and methods used to safeguard classified, privacy, and other sensitive data in computer accessible media. Perform security inspections and prepare reports which include findings and recommendations for correction of deficiencies.

Requirements

Qualifications

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: serving as an advisor to specialists and managers in developing and implementing hosting infrastructure technologies; reviewing and evaluating hosted applications' security requirements; building and installing upgrades to modern operating systems and related utilities; serving as a technical consultant to customers in support of application systems hosted on an organization's servers and cloud environments, diagnosing causes of complex critical systems administration problems, and devising innovative solutions for their resolution; and analyzing server performance data and recommending changes/improvements as necessary.
