About the Position: This position is located with the Directorate of Human Resources (DHR) - Military Personnel Division, Fort Campbell, KY. Fort Campbell lies on the Kentucky/Tennessee border between Hopkinsville, KY & Clarksville, TN about 45 miles NW of Nashville. Both visitors & residents enjoy the shops & eateries of downtown Hopkinsville & Clarksville. The cost of living is lower than the average for all major U.S. cities.

Duties

Conduct quarterly inspections of all installation unit mailrooms to validate compliance with the legal and regulatory requirements of the Department of Defense (DoD), the Department of the Army (DA) and the United States Postal Services (USPS). Serve as the Installation Postal Examiner. Manage postal operation and distribution services for the installation. Administer the Army Official Mail Cost Control Program. Establish installation standard operation procedures (SOP) for postal service, incoming and outgoing official mail, and accountable mail, and for distribution. Monitor mail assistants' performance and reports to supervisor on performance. Provide records management training for all personnel who are responsible for maintaining records.

Specialized Experience: One year of specialized experience which includes 1) provide formal and informal instruction on postal and official mail operations; 2) conduct inspections for unit mail rooms; and 3) process a wide variety of mail and distributions for United States Postal Service (USPS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management or Operations Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Compliance InspectionComputer SkillsOral CommunicationWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
