The primary purpose of this position is to serve as a program analyst, applying military aviator experience to analyze, develop, and evaluate issues, and develop recommendations to resolve substantive problems/issues of effectiveness/efficiency of work operations.

Duties

Applying military aviation operations experience, analyzes, develops and evaluates detailed plans, goals and objectives for implementation of exercise program(s). Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Using training experience and knowledge of training, develops the plan and measurement devices for measuring achievement of instructional objectives. Prepares, conducts, leads, and attends exercise planning conferences and discussion as a CAOC-N Scenario Lead Designer.

  • This position requires the employee to occasionally travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated areas.

  • Experience in the use of JADOCs, mIRC (or other collaborative tools used by an AOC is highly desired.
  • Skill and experience with exercise systems - - Air Warfare Simulation (AWSIM) as well as Command and Control systems ? Theater Battle Management Core System (TBMCS) to include ESTAT, WEBAD tools is highly desired.
  • Air Force exercise systems - -Air Warfare Simulation (AWSIM) as well as Command and Control systems ?Theater Battle Management Core System (TBMCS) to include ESTAT, WEBAD tools is highly desired.
  • Position may require the employee to work under adverse environmental conditions.
  • AOC Formal Training Unit, instructional systems development, curriculum development and instructional technology experience (distant and resident training) are highly desirable.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes that demonstrated a knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs for conducting major operations such as flying operations, mobilization, rescue, special operations, or similar operations; and knowledge of the application of rated aviator expertise as it applies to assigned programs, and assigned weapons systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as recue, mission and flight operations, mobilization, exercise, rescue, special operations or similar operations. 2. Knowledge of program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 3. Knowledge of the application of rated aviator expertise as it applies to assigned programs, and assigned weapons systems. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. 4. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations. 5. Skill in planning and execution various exercise mission specialties such as command and control/air defense, tanker/airlift, special operations, opposition forces, ground maneuver forces, space operations and Theather Battle Management Core System (TBMCS) 6. Ability to plan, organize, and negotiate effectively with senior analyst s and management to accept and implement recommendations, where proposals involved substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
