This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Conducts analysis of functional requirements, change proposals, sustain current software (SW)/system (SYS)/database (DB)/local area network (LAN) solutions and determines feasibility of new enhancements/modifications to the existing applications.
Applies current/emerging SW development technologies to perform SYS level development/modification tasks.
Analyzes large business problem areas. Resolves related problems. Designs/documents/implements and tests SYS/DB/LAN solutions
Performs hardware platform analysis for processing/communications and lifecycle replacement. Performs SW platform analysis/ implementation. Assures team products execute in accordance with specifications/standards.
Provides support in the planning, scheduling, managing, and execution of the Automated Logistics IAVA Security.
Update (ALIS-UP) which, is critical for Army Logisticians to use when downloading Information Assurance Vulnerability Alert (IAVA) patch files and to ensure cyber compliancy of supported Systems.
Identifies the processes and procedures to manage software, hardware, and test documentation artifacts in support of testing. Reinforce the ability to perform rigorous, repeatable, and fully documented testing.
Works with Baseline Configuration Control Board (BCCB) meetings to ensure effective management of software and hardware changes throughout the postproduction life cycle of Systems. Ensure proper configuration of Systems.
Develops and implements configuration management programs and processes in a fast-paced, high-pressure environment.
Works with internal technical leads to build and deliver products. Recommends, implements, and advocates for cm best practices.
Performs duplication / distribution of all software and documentation.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- Position is subject to frequent unscheduled overtime on short notice (i.e., less than 15 minutes notice).
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- The incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.

Basic Requirement for IT SPECIALIST (OS):
Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Install, configure or test computer systems; 2) Support the interoperability, compatibility, research/development, networking of hardware or software among various platforms; 3) Communicate project results or manage software, hardware or related technical documentation.
This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. - This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands.
