The Program Support Assistant preforms a variety of roles to assist the Chief Medical Service and the Administrative Officer to accomplish established medical service goals.
Duties
Major duties and responsibilities include:
Consistently communicates and treat customers (veterans, their representatives, visitors, and all VA employees) in a courteous, tactful and respectful manner.
Provides the customer with consistent information according to established polices and procedures.
Handles conflict and problems in dealing with the customer constructively and appropriately.
Assists with the development of position descriptions and proficiencies, oversees the maintenance of time cards and contracts, as well as general administrative duties.
Responsible for scheduling of all hospitalists, specialists, and Emergency Department providers' leave and coverage.
Maintains databases with resident and faculty data, including New Innovations.
Recommends changes in administrative practices and procedures in order to facilitate and improve operations.
Complete work products such as evaluation reports and staff studies, are also reviewed for consistency of facts and figures, choice of appropriate analytical methods, and practically of recommendations.
Serves on new hire panels as required and appropriate and trains new Program Support Employees timekeeping, TMS, and other administrative functions.
Oversees the day to day management and administrative activities for a service with diverse programs, activities, and professional disciplines.
Independently plans and directs the day-to-day administrative management activities of the Medical Service.
Maintain the proficiency files and performs periodic audits for compliance. Administers the provider profiling program for Medical Service clinicians, requiring collection, analysis, evaluation, and compilation of data for providers' ongoing professional practice evaluations.
Provide assistance to the Administrative Officer in scheduling/ tracking contracts Emergency Room Doctors for the Emergency Room Contract.
Uses the Veterans Health Information & Technology Architecture(VistA) and CPRS to access Information in the Medical Center Computer System.
Knowledge and understanding of the healthcare systems and management process, through experience or continuing education.
Organizes meetings and prepares and distributes materials for conferences and lectures. Develops brochures, invitations, or announcements for events/lectures.
Ability to analyze problems, formulate solutions, and present both written and oral recommendations, taking into consideration the wide range of factors and requirements which affect the management of the health care delivery system .
Writes position descriptions, rating criteria, selection justifications, and other required documents. Provide assistance and guidance to managers and supervisors in developing employee performance plans.
Advises Administrative Officer in policy review, formulation, and communication. Implementation and evaluation, and setting priorities related to the administrative activities, cost considerations, customer satisfaction.
Ability to provide the necessary leadership and guidance to develop, implement, refine and maintain an efficient and productive service operation.
Ability to lead teams of high-level employees to address complex issues and devise insightful recommendations that will result in quality improvements.
Work Schedule: Monday-Friday 8:00am - 4:30pm; subject to change based on the needs of the facility.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with performing clerical/administrative duties in an office environment; answering and directing phone calls; preparing correspondence; maintaining files/records; and using a computer to perform a variety of support tasks. At this grade level, applicants should have good verbal and written communication skills and the ability to perform assignments independently with minimal oversight.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work Involves normal risks typical of an office setting. Physical demands are light, periodically requiring walking. bending, stooping and carrying light terns.
