You will serve as a SUPERVISORY MANAGEMENT & PROGRAM ANALYST in the COMMANDER, U.S. PACIFIC FLEET, OPERATIONS DIRECTORATE, FLEET & JOINT EXERCISES of OPERATIONAL SUPPORT FACILITY.

Duties

You will provide necessary leadership, management and technical expertise across the entire spectrum of exercise planning, coordination and execution for the Pacific Fleet. You will ensure the Pacific Fleet exercise program supports the Commander's mission, vision and guiding principles. You will support oversight of current and future fleet warfare operations and readiness for Navy forces participating in fleet and joint exercises while assigned throughout the Pacific Fleet Operating Area (AO). You will assign and manage divisional personnel, including civilians, contractors and uniformed personnel, for up to 17 INDO-PACOM Joint Exercises. You will supervise and direct the duties and work responsibilities of three General Schedule (GS) civil service civilians, and five military personnel, applying EEO principals to all aspects of personnel management. You will be responsible for leading the maritime working group during planning and execution of joint exercises. You will provide oversight of fleet administrative manning, exercise funding, strategic commercial ticket funds, inland and port handling funds, intelligence scenario development, logistics plans and communications. You will plan with the Commander Third and Commander Seventh Fleet staffs, providing necessary advice, recommendations and solutions on all issues affecting fleet and joint exercises. You will manage and draft exercise operational reports to include for the daily Operational Maritime Operations Center (MOC) Intelligence/Operational briefings. You will act as overall manager for joint exercise funds management for Joint Service Incremental and Transportation budgets. You will develop and staff PACFLT Joint Mission Essential Task List (JMETL) items and their associated training objectives to each assigned joint exercise.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing supervisory development, coordination or structuring of various joint military exercises (e.g. Theater Security Cooperation Plan Conference and Joint Training Exercise Workshops, Readiness Exercise Workshops, Fleet Manning logistics) for multi-nation, multi-force joint exercises to ensure operational readiness for the Pacific Fleet (PACFLT).
