Duties

The incumbent has program development and oversight responsibilities for key agency financial functions/programs. Manages, plans, implements, monitors, and evaluates DFAS financial management programs by providing knowledge and expertise in appropriation law, finance concepts, principles, practices, techniques and financial management systems. Plans, formulates and develops financial policies and procedures to enhance the validity, accuracy and integrity of finance processes. Monitors/reviews progress when implementing new procedures or policies to ensure compliance with established financial requirements. Provides authoritative policy interpretations and key functional recommendations on overall system structure. Provides authoritative technical advice to lower level specialists, other management professionals and major command/bureaus of the Services in the resolution of the most complex and controversial finance problems. Plans, manages and supervises the assigned organization which consists of professional and/or administrative personnel.

• Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Experience providing expert-level financial management consulting services, management advice, and assistance to supported customers in the application of financial management theories, concepts, principles and standards and resolution of the most complex issues related to operational finance work. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
