This position is with Region 9 Environmental Planning and Stewardship Group. Duty station can be in Milwaukee or Madison WI.
The incumbent is a Staff Director, directing the forest planning, appeals, and litigation programs of the Region. The position is 25% supervisory.

Duties
Duties are listed at the full performance GS-15 level.
Develop policies, standards, guides, and instructions to facilitate land management plans, administrative review, and litigation programs.
Provide regional leadership and technical expertise to accomplish the planning process.
Institute or recommend changes in operating procedures to increase effectiveness or correct practices that violate established regulations or procedures.
Provide expert advice on technological and scientific advances to affect current and proposed legislation.
Authority to commit the region to a course of action to address complex or controversial technical or socioeconomic matters involving Region-wide Forest Service policies.
Represent the Regional Forester in meetings, conferences, and negotiations with officials in the chief?s office, state officials, managers of forest industries, and managers of other federal agencies.
Advise the Regional Forester on problems involving the relationship of the work of the staff to overall program objectives to mitigate the impact the work will have on overall Regional and national programs
Comprehensive knowledge of multiple-use management of forest resources sufficient to devise, incorporate, and coordinate programs with land management plans.
Develop long and short-range strategies, objectives, and proposals to meet the needs of national forests and other federal and public agencies.
Direct the work to be accomplished by the unit, assign work to employees, and establish production or quality standards for the unit's work.
Establish and communicate guidelines and performance requirements to employees; conduct formal performance reviews; and identify developmental and training needs of employees.
Hear and resolve employee complaints, effect minor disciplinary measures, and recommend action in more serious cases.

Requirements

Basic Requirement:
GS-0101:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position;
OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field;
OR Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
GS-0401:
Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR Combination of education and experience: Courses equivalent to a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Examples of specialized experience include one or more of the following: Provided regional direction and leadership for formulating policy, standards, and technical guidelines for land use planning; Provided assistance to area and regional office staffs and advised them concerning policy, standards, and guidelines as well as information from administrative reviews and litigation decisions; Organized and directed reviews of selected projects, programs, and policies as part of planning, litigation, and appeals program; Represented the region on land use matters affecting the region in contacts with federal and state agencies.
For the GS-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Examples of specialized experience include one or more of the following: Directed the development of systems to conduct, monitor, and evaluate land use planning, appeals, and litigation; Coordinated resource strategies and facilitated integration across a regional program; Participated with managers and other high-level staff officials in the formulation, establishment, and monitoring of regional policies and programs; Developed long and short-range strategies, objectives, and proposals that met the needs of national forests and other federal and public agencies.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
